Does anyone know of any good FREE image editing programs that work alot like adobe photoshop. If not than just a simple yet affective program will work.

Pixia is pretty good, it lets you use layers, etc., and you can obtain a plug-in that will let you use PS plug-ins.
The Gimp is also an excellent photoshop alternative. Originally developed for unix/linux, it has since been ported to windows. It has an added advantage that, due to its open community devlopment model, there are many free resources, including full length books, that are available on-line.
