When I use Std. Line from the Shape Tools I can see the line in my browser, but it will not print, since the "Print Background Colors and Images" check box is normally NOT checked by default. Is any way to use Std. Line tool and have the image created on the foreground?

The "Std. Line" object only uses standard HTML "tables" and "divs" in its output and the only way to give it a color is by using the background color.
You can use a "Polyline" object that is rendered as an image.
