Is there any way to build a site with frames using Dynamic HTML Editor. By this I mean that there are bars around the edges of the page that never change, only the content of the page is changed or loaded. |

You can try build a framset manualy and then add a single page edited by Dynamic HTML Editor... |

actually there is no way to do frames using Dynamic HTML Editor.
Maybe in next version...
