I have several things I would like to do with the masterpage, depending on which page it is a part of. Is there a way to do this? For instance, if I place my menu buttons in the masterpage, I would like to move a hotspot over the current page's menu button, which is located on the masterpage. Is this possible?

This is not possible because a master-page enclose all objects created into sub-pages.
You can create a master-page without the menu then save the menu into a separated .dhe file and import it into each page using the ".dhe file object" tool so you can draw the hotspot.
