I have a page divided in 2 frames . The top one is the one build with
DHTML , the bottom one is a " supplier frame " I'm calling "as is".

In the top frame , I have created a " HOME " button to
go straight to home page . When I click on it, the Home Page is
displayed but in the top frame ( the botton one remains displayed ).

How can i "clear" everything and have Home Page displayed full
screen ?

You need to assign the "target" attribute to the link you created for your "Home". In the link wizard set the "target" property writing into that field the "name" of the bottom frame
